The article says nationwide average is around 65%. From that you must deduct an assumption of crimes pinned on the wrong person and these figures are for solved crimes not convictions.

So if the perpetrator doesn't have a connection, or motive, is careful about evidence and doesn`t do something that attracts a lot of police manpower, then the odds are very good for him/her.

So it seems unsurprising that the more succesful ones will get away with a whole string of crimes.

Also, these crimes were ascribed to serial killers, but killers with a varied MO may never have been labelled serial killers. There`s certainly a lot more of them out there.
