OK, we get it. It's an advert pointing out that under a strict and unlikely interpretation of an existing law penalties could be applied for lewd etc behaviour.

Except they won`t be, and anyway it`s not lewd, it`s infantile. `I refuse to behave like an adult but still expect the respect becoming to an adult.`

If this were a white people fashion faux-pas.. guaranteed this totalitarian-style law would have never even been considered. Completely racially targeted, unusual, and unfair treatment.

I really don't see why cops would have a problem with thugs 1) advertising who they are and 2) wearing clothes they can`t run in.

As an aside, who do you think could run faster, a convict with a ball and chain or a gangsta with his pants down around his knees? That race would be fun to watch at any rate.
