I was talking about invading Libya, not the terror attack at Benghazi. Sorry - I wasn't clear on that.
Benghazi is a whole different can of worms!
In the Libya Invasion: Obama claimed that Gaddafi was going to massacre civilians if he captured a rebel-held city. That was essentially the ONLY reason he gave publicly for the invasion, but we all know it was ONLY about Britain and France wanting OIL, correct?
But between the time Obama said that, and the time the invasion started? Loyalist forces DID capture that city... and did NOT massacre anyone. So the "pretext" for invasion was: a lie!
For Iraq II there were LOTS of valid reasons to invade AND the USA was already getting the oil! The loony-left claim it was "all about oil" is just stupid...

The CIA doesn't need permission from the House to do anything. The Intelligence Authorization Act that was put into place after the Iran-Contra clusterf*ck and requires the CIA to report on their secret/covert operations to Congress but does not require them to wait for approval to carry out an operation.
