I think the point here is rather that the law is a lot like a stop sign. ItÂ´s there to remind you of a rule, but it in no way can force you to comply to said rule. Essentially, saying "You can't build X without the paperwork.", when was the last time a piece of paper got up off your desk and physically prevented you from doing something?

The irony is that this reporter broke federal laws, not in making the gun but in his cretinous decision to dispose of it. He had a perfectly good gun, he should have kept. Instead he left a legally-intact gun on the street to be collected as garbage.
The way he "destroyed" the lower receiver does not comply with federal regulations. This means that the part that is legally a gun was still a gun when he left it out. Idiot.
