@Angillion is correct, a reservoir is simply a location or tissue that has a persistence of the latent virus, meaning it's basically a place where HIV digs in and waits and replicates, safe from antiviral drugs. If you want to get rid of it, these reservoirs need to be cleaned.

It`s not bad for a newspaper. It`s no Daily Mail, that`s for sure.
Of course, almost all media sucks at reporting anything to do with science because accurate reporting requires knowledge few reporters would have and isn`t headline friendly.
The underlying idea is definitely valid. HIV can be killed in vivo but reinfection then occurs from reservoirs of latent HIV inside cells. If the reservoirs can be emptied by activating the HIV latent in them, a complete cure is possible.
