That set of signs is just ridiculously contradictory.
you people and that word on this site...
first you said the church was being contradictory (hypocrite) because they said people who aren't born aren`t technically alive, now you`re saying that a sign that shows exceptions is contradictory.
protip: the sign lays out the law, if you are too stupid to figure it out, don`t whine when you get a ticket.
anyone missing the overnight parking hasn`t looked at the sign close enough. the D64 exemption applies to overnight parking too since that `sign` is a single piece of metal.

Having lived in new york, these signs make sense: if you don't live in that district, you can park there for 2 hours between 8am and 6pm every day except mondays between 10am and 1pm. You can also stop to drop off or pick up kids for school.

I see no contradiction in these signs (with apologies to CrakrJak). Sure, there's a lot to read there, relatively speaking, but it`s pretty clear. (note that several of the signs are "combination" signs. For example, the "bottom" sign is a combination no parking while during loading hours sign, although it looks like two separate ones--when seen that way, taking them all as part of a collective, there`s really no contradiction here)
