spanerbulb: Yeah, surgery can remove excess skin, even excess fat. But that doesn't cure the problem. If too many lymph nodes end up being removed then that person can`t fight off infections, which means death.

CoyoteKing: Lymphedema can happen to people that have had lymph system related surgery, like a hysterectomy or mastectomy. It can happen to guys as well from testicular cancer and such. Also the person doesn't have to be fat for this lymphedema to happen, but it`s usually less pronounced in skinnier people.
This woman`s condition is chronic, that means it`s not curable even if she were to loose a lot of weight. I doubt she can even walk more than a few feet at a time.
Ugly medical conditions can happen to anyone, not just fat people. If you think this pic needs eyebleach, then I don`t suggest you do an image search on herpes.
