a mishap that results in injury or damage is recorded as an "Incident".
One with no injury or damage is a "near miss".
All HSR's (health & safety rep)are supposed to record in this manner.

Near: something that is close.
Near miss: a miss that came close.

Near miss makes plain sense.

What were they doing on a runway? Even on a private runway, they would know if someone was rolling down the tarmac.
