This whole thing is akin to walking through a bad neighborhood wearing all the bling you can handle. If you get mugged, it's still the mugger`s fault that he mugged you, but you weren`t exactly trying to prevent it, were you?

Although the rapists are to blame, they exist and will do what they do, you can't reason with them or the compulsion they have, rapists know it`s wrong, it`s likely part of the drive for them to do it. However a woman, or a man for that matter can take steps to reduce drastically, the chances of becoming a victim. It`s like the first lines of self defence, awareness, education and avoidance, these things can have an effect, waving pointless posters which state the obvious won`t.

UGH THIS IS A F*CKING STRAWMAN.
Nobody actually thinks people deserve to get raped for wearing revealing clothes. It's like going into a bad area of a city with really nice clothes and designer sunglasses or something. It`s a bad idea, and you`re increasing the likelihood that people will mug you.
It`s still the mugger`s fault. It`s still the rapist`s fault. But you can`t control the criminal, otherwise the crime wouldn`t happen. You can only control yourself.
