Not being from the Houston facility my knowledge of their procedures is more based on how my facility handles this type of situations.
Accusations of theft are taken seriously and investigated internally. As one person already stated, the teamsters would have to represent someone in such a situation, though it is doubtful a member would get his job back. I found in another article, that the man contacted customer service and had not talked with the UPS facility in Houston. Depending on the time frame the Security people in Houston might have only just been informed by customer service, when he posted this video. (CS can't do anything about the theft since they not actually located in the Houston facility). An investigation was likely already underway to find the employee and determine if he was seasonal or not. (seasonal are not teamsters and easier to deal with)

Vizz - he DID take it up with UPS first, but they were uncooperative (if you've ever tried to deal with them or the postal service folks, you know what I mean). After that road led to a dead end, THEN he posted it online. They contact him right away at that point.
