Dunno about the US but the UK Building Regulations used to have a drawing of alternating stair treads like this for loft conversions where space was tight.

I have built stairs like this before. Very practical when you don't have enough space for stairs with full sized treads. If you are short on length, you can do this or make shorter treads. The second choice is much more dangerous when descending the stairs because it only allows enough room for the heel of your foot. This takes a little training to be comfortable with it because you are traveling vertically faster than horizontally - compared to the normal stairs.

I always go upstairs left foot first, no good for me.
