Can Texas secede? Of course they can, given the right political climate and public will. It's lacking both of those just now, so the answer is no. As has been said, the legality is about might (physical or political), not right. The US can easily grant the right should it wish as the UK have done for Scotland (and just about every other nation that was part of the Empire..."oh, you want that back...er...OK"). But without a mandate from Texans, it just wont happen.

We've gone thru the same nonsense with Quebec, but when push comes to shove, I think most Quebecois know that while independence works as a threat, it would not be the smartest move. There are almost 200 nations now, compared to about half that when I was a kid. The world is brimming with little countries that have broken off or apart , many of which are in far worse financial shape as a result, but, hallelujah, now don`t have to associate with "those horrible people who killed our martyr in 1657" or some such nonsense. I suspect the blush is off that rose for a lot of them.
