But even if it is 125 lbs at 70mph, the effect still wouldn't matter in road driving. It would give you something useful if you were cornering on dirt at 70mph in a rally stage, but not in a straight line on a good quality road.

At 70mph, that particular car, a Subaru Impreza, produces 125lbs of down force due to that wing.
At 120 mph, it's nearly 300lbs!
Do you have any references to tests showing that? Sport Auto magazine put a variety of cars in a wind tunnel at 125mph and the WRX STI they tested generated 25 lbs of downforce at the rear.

im all for not having needless spoilers on cars, but when every single professional rally car has a spoiler similar to that it might just actually do something...
A correctly shaped spoiler will do something...if you're going fast enough.
Well, actually any spoiler will do something - reduce the performance of the car by increasing drag. It`s just that a correctly shaped one will also push the back of the car down, increasing rear wheel grip. The degree of downforce strongly depends on the speed, though. You`re not going to get much at legal road speeds.
