I answered the question that I thought you probably meant to ask. The poor quality of your post is very relevant because it completely obscures what you meant. Also, your number is wrong. The average difference is a lot more than 1 billion cells. The average difference is ~10% and there are far more than 10 billion cells in a human brain. The lowest estimate is around 170 billion (weirdly, it`s far from clear how many cells are in human brains - estimates vary from ~170 billion to several trillion!

When comparing two groups, differences can either be absolute (e.g. adult elephants are bigger than adult sheep) or a tendency to varying extents (e.g. there's some degree of tendency for Norwegians to be slightly taller than Britons). The two are very different things indeed. Men having more brain cells than women is a tendency, not the absolute difference you stated.

Men also have grater lung capacity muscle mass. And I was just trying to make a Borat joke I have dyslexia. And English is not my first language.
