If a sentence contains both an insult AND an "other" it gets counted as Insult only. Perhaps it`s lower elsewhere, like 97% or even 90%, but here the brutal winters FORCE others without those problems to get help. And THAT is the question at hand: IF (as you say) these people are victems of forces they cannot control? THEN society MSUT intervene to help them! I agree 100%! But, as I`ve illustrated, "liberal" powers-that-be flat out refuse to do that. In fact, they do the opposite! Until it`s overturned (and it never will be) in Manitoba you have the LEGAL RIGHT to live on the street and huff solvents. I`d bet it`s the same in every Province too. I have The Depression (yes, capital letters) too, I KNOW FIRST HAND what it`s like.

In those cases, there is very little help and you wind up on the street.
