um... No. Congress writes the bill authorizing the agency, and stating their POLITICAL desires for it. Then the agency is formed and the actual mission statement is created. Two separate and distinct things.
When Congress proposes a bill, they often put all kinds of politicized crap in their "purpose" to appease the opposition or for appearances to their constituents or simply to distort the real purpose. For example, H.R.3606, "Jumpstart Our Business Startups Act" says "To increase American job creation and economic growth by improving access to the public capital markets for emerging growth companies" when many impartial critics say that bill just reduces regulatory restrictions and does nothing to create jobs.

@LD: And I've counter challenged! Asked you (and others) to provide: Examples of Obama`s bi-partisanship. Not ANICDOTES! Examples! Backed up if neccessary! -Show me the "deals he`s made" with Republicans. -Show me the times Repubs BLOCKED his bills (before the mid-terms).
"Obama tried to compromise..." is NOT EVIDENCE of actual bi-partisanship, it`s AN OPINION!
Obama demanding MORE tax increases AFTER a budget agreement had been reached with the Repub House AND the Dem Senate? THAT is EVIDENCE of his refusal to compromise.
When asked why the Republicans were not even ALLOWED INTO THE ROOM when Obamacare was being written? Obama said: "We won." Your "examples" of BHO "compromising" have all been, as I`ve said already, done with the Democrats! The Repubs weren`t even IN THE ROOM! How bi-partisan is that? Zero.

Whether or not you realize it (perhaps you think it`s true, but your source is lying to you) what you`ve been saying here is contrary to reality. When people talk about how Obama is the most partisan president or w/e it`s honestly laughable to anyone who actually pays attention at ALL to American politics.
