I'm assuming the fellow thought he had the crate properly secured via rope to the back of his bike, and then the rope came (mostly) undone, leaving the child to skitter along behind the bike.

@OldOllie: Not quite. Tying it higher gives it more support toward the top. If he had tied it at the bottom the crate would be more prone to tipping sideways or backwards.

If this guy had an IQ above room temperature, he would at least attach the rope near the bottom of the crate. The way he has it, though, if he hits a crack, it will pitch the kid face-first into the pavement and continue to drag him till he stops.
