It says those were PROPOSED cuts not just to security but construction and maintenance. Btw, most of the proposed cuts were to construction. "...the Appropriations Committee gave Obama all of the $689 million he requested for security upgrades under the embassy security, construction and maintenance portion of the State, Foreign Operations and Related Agencies bill."
