Nerve cells are subject to rolling replacement too, thats just one of those things they say, like your eyeballs never grow. They totally do.

Sorry, I don't grow new teeth every 10 or less years, so the "complete replacement" claim is bogus.
Even if you just go to "all cells have been replaced", again, completely bogus. Neurons in the cerebral cortex are almost never replaced and cardiomyocyte heart cells are rarely replaced and that rate slows as you age. Even if you lived to be 100, you`d probably only replace half those heart cells and just a few percent of your brain cells. (source)
