Matwix_2004 - we cannot say that it is an inefficient helicopter as we don't know if the blades are generating lift.
Hovercraft operate with propellers forcing air through and down - causing an air cushion - the sheer mass and volume of air being moved is what causes the craft to `float`
Helicopters have rotors that generate lift through aerodynamic principles (speed of air moving over a curved surface generates a lower pressure - generates lift) They also are subject to ground effect at very low altitude however they fly because the rotors generate lift, not because they shift huge volumes of air downwards.
So - given the blades in this contraption are enclosed I doubt they are generating lift, they are operating on ground effect, which means it maximum altitude will be extremely limited.
