The steel cables are for both protection against the pressure at depth and for the injection of high voltage DC to power repeaters along the sea floor.

the steel cables are for strength, not rf shielding. To pull the cable up from the ocean floor, they drag a hook along the floor until they snag the cable, then pull it up. It has to be strong. Copper would be stupid to use for such a trunk cable, when fiber is available.
