In old houses in the UK, as in the big posh expensive mansion types, they often had a single step on the main staircase that was similarly built too high or too low, so that if a burglar entered during the night, they'd trip and make themselves known.

Stopping the video at 21 seconds you can see a big difference in the riser height on the sixth riser. Building code says the difference can not be greater than 3/8 inch. The odd tread is usually at the top - it is very rare that there would be a difference in the common stairs.
