The Japanese do the same thing. When they write things in Romaji (Their words with our letters, or less commonly our words with our letters spelled the way they pronounce it) It always comes out in Engrish. I was looking for a car in Okinawa and no poo found an ad for a Chebroret Sirberrado.

Is it racist if they do it themselves? No, but if a white guy makes it up, prints it out, takes it to a Chinese restaurant, sticks it on the sneeze guard, takes a picture of it, and uploads it, that's kinda racist.

@Frankii: I don't know about all of the Asian languages, but neither Chinese nor Japanese have any sound similar to an "L." If this seems odd to you, look up the sound the Hebrew letter "cheit" makes. There`s no similar sound in English. It`s kind of a phlegmy, throat-clearing sound. Similar examples would be the different rolled "R" sounds of French and Spanish which aren`t found in English or the lack of a "W" sound in German.
