well... any positive benefit that could have been derived from that little life lesson for the kid has now been thoroughly undermined by his mother and the media. Now he is a poor abused victim. Scarred for life no doubt - on the inside of course since I sincerely doubt he sustained any even mild injuries from this horrific torture session. What does he learn? He is allowed to hit others but they are not allowed to hit him. Where was his mother's sense of justice when HER son was kicking other kids butts? Or was that ok?

This teacher is an idiot and should not be working in a school. Bullying needs to be caught early and dealt with, but if her only strategy is violence then she hasn't a clue. Using the other kids as a cats-paw is despicable.
The idea that the only way to stop a bully is to stand up to them and take them on is a nice idea, but doesn`t generally work in practice. A bully is generally a bully, in part, because they can be, because they are bigger or stronger than the people they bully. It may be emotionally satisfying to think that will happen, but they`ll probably just kick the crap out of you. Maybe sometimes, but it`s a bad strategy unless you have been coached by a Japanese janitor.
