The Republicans appease the rich to keep getting their allowance from the PACs so that they can ensure they have money in their war chests next time they come up for elections. They cut spending and increase subsidies to the rich. The Democrats try to appease the very poor and to a small degree keep some of the very rich on their side because while the poor peoples` votes do count, the money you can get from a PAC can bring in a lot of middle class votes as well. They increase entitlement spending. As long as there aren`t term limits imposed on Congress the career politicians will continue to do what is in their own best interest for their next election and be damned with the rest of the country. It`s job security and it`s just common sense. tl;dr Both parties suck.

At least the Repubs LET PEOPLE READ IT!!! Unlike... ObamaCare! "We have to pass the bill to see what's in it" - N Pelosi And they challenged the Dems to find ONE mistake in the numbers, no one could. AND AND not one sinle Democrat in EITHER House or Senate voted for it. 6.8 TRILLION in NEW spending = poison, but that`s what Obama wants! The Repubs are presenting TWO possible budgets, hard to say if they`ll pass since the Dems still control the Senate, eh?
