ok so I have heard of sleeveless shirts but i was formerly unfamiliar with shirtless sleeves. Was this common in the 80s? I was a little young then but I do not recall this type of "fashion"

Yes, it's a synonym for while. It isn`t used much anymore over on this side of the water but it`s still just fine to use and means the same thing.
