The right to lobby the government comes directly from the 1st amendment: "...the right of the people...to petition the government for a redress of grievances."

The Iroquois confederacy only allowed women to vote and men to serve in office. My take is the 17th amendment, which allowed the federal govt to be lobbied directly, is the more prominent factor that lead to the bad policies we have today.

And it was never applied since there were so many loopholes you could drive an armoured car FULL of money through it! Thus America changed its Tax codes later. Women in 1954 had little say? wtf? @FoolsPrussia: you still make no sense at all. Trying to mix sarcasm and irony using obscure references is not likely to work.
