No new students? Is that what they told you, 97? They probably just didn't want to your your feelings.

A. Most of them aren't stupid, they`re just lazy.
B. College prep classes should be OFFERED to everyone, not forced, as should vocational classes. Most high schoolers are not college material. Neither are most college students.
C. It`s not a "backhanded way to boost college tuition" since most Cali colleges are hardly accepting any new students.

Not everybody should have to take college prep classes. I'd be happy if they had to learn the basics very well, but that includes more history and civics and science classes, not just reading, writing and basic math.
