Context ya pricks. You can shout "Fire" all you want on the sidewalk, but do it in a crowded theater and it's no longer cool.
Chanting "USA" at a sporting event where the other team is predominately Mexican is racist. There`s no other reason to chant that at a high-school basketball game in San Antonio.
I`m Texas-born, but the state continues to embarrass me occasionally.

The world has gone soft nowadays. People will get offended at anything. This reminds me of the story about a high school football game where students from the school that won held up a sign that said "You Mad Bro?" after the game, and the losing school cried racism.

...it's more embarrassing for the chanters, it`s seen in Europe as naive jingoism, much like other unquestioning regimes around the world, also a little corny.
