I believe it may have something to do with you guys having a doctor/nurse/qualified specialist shortage in general. Oh course they should be funding universities actually in the country. However some/most times it just doesn't work like that because many places only take a certain quota, and only X amount will finish school and get the grades, then actually go, stick with it and graduate each year, when you need Y (MUCH more then X in this case) to do so in order to sustain/increase your number of specialists relevant to the population.
If you can`t get the numbers because people simply don`t go, etc, you have to outsource in order to keep enough trained people in that area. Offer people, say, an American scholarship, promise of a job and a greencard? They will graduate then move over. Shortage solved (ethics aside)

That's not to say governments don`t spend money on absolute stupid things (TSA scanners anyone? Where the money actually went, to someone associated with someone else high up in that decision, for equipment that is mostly untested but has evidence that it could contribute to cancer in frequent fliers? And can be bypassed, as we saw recently here, though I`m sure that could be remedied)
No ones debating government blows money on poo, but this list is very bias and out of context.
