All that needed to be done, in the first place, is for the police to have established fair concessions to accommodate both parties until the city responded with an official statement.

I would believe the obvious safety reasons alone would be enough, From what I saw, the main threat to their safety was the gun club members swerving to try to hit them, which could happen on any side of the road.

If she got robbed that night you can bet your ass she would be begging for the cops help. What does that have to do with anything? You want them to do their job properly when it matters, so you should ignore it when they do their job badly at other times? That's utterly ridiculous.
Knowing what is and is not legal should be a basic requirement of being a cop. This guy was citing wiretapping law without knowing what it covers.
