Beating him was excessive. The man wasn't doing anything, this is a reason to be wary but not to actively kick someone. The only excuse for this sort of behavior is if someone is physically punching. If an officer is punched, beat the hell out of the guy. This guy could barely stand.
I watched that video of the guy with the hammer getting shot... and I thought "Yeah, guy needed to be shot. Good going." With this though, it is not the case. Police were in the wrong.
