Well if it`s to become the "51st state" then yes, treaty will be broken. Is there an abundance of it on the surface? Yes, they recycle water, but you can only recycle so much, it`s not infinite. Using a moon rover is hardly proof that a moon base could be sustained. I`m not saying it`s technologically impossible, I`m saying that its ridiculous cost is the biggest impetus, especially for a country with a shaky economy and no current space program.
