For one, "Thou shalt not bear false witness against thy neighbor", pretty much covers it biblically. It's pretty obvious that anyone that does see a crime and doesn`t tell the truth about what they saw is committing a sin.

Nah, I see where you`re coming from but look at the wording.
Saying "I didn`t see anything" is deliberately NOT bearing witness against your neighbour, which is not the same as bearing false witness against someone.
