In the Netherlands (where this clip is from, not Eastern Europe) we pay taxes based on the weight of the car, so this is actually very smart...

There are plenty of places listing the numbers, but here's one that has a fairly large database that can be searched and sorted easily:
That`s showing combined cycle mpg, which is a standard official figure. The highest is 86mpg.
They`re not all tiny, either. There`s a 5-seater estate that will do 83mpg. Granted, it takes 17s to get to 60mph and it will only do 107mph max, but that`s enough for daily use.
There`s a conversion issue though - the USA uses smaller gallons. 80mpg here is 66.61mpg there.
I'm not sure where your getting your numbers the most fuel efficent car I could find was a Prius getting 51 City/48 Hwy (50 Combined). That`s no where near 80mpg and I severly doubt a car getting that kind of milage would be exclusive to Europe that makes terrible bussiness sense.
As for this guy I hope he dosen`t like his eyesight welding without the correct eyewear is very DUMB!
