Already answered repeatedly, but I'll summarise here as it`s been asked again: He unintentionally cued the playing of the national anthem, presumably because he wasn`t aware of that aspect of protocol - toasting the monarch is the end, not the beginning. So if you`re using the toast to make a speech, you end it with "to the queen" (or king). So when he said that, it was taken as the end of the toast because it always is, that`s the custom. They started playing the national anthem, which he talked over. You shouldn`t talk over a national anthem - that`s the custom all over the place. Abruptly cutting off the toast would have been a bit off too, so he picked one of the two poor options he had left and went with it. Not a big deal between two friendly countries.
