Most car horns (at least all that I know of) are activated by a ground contact. So you wouldn't actually wire it to the brake lights but rather fabricate ground with the brake pedal. So the brake light switch and the fabricated horn switch may not exactly match as far as brake pedal travel.
If you wire the horn directly to the lights you will blow the fuse.

that's not a nice thing to do and not funny "hahaha he`s going to make a lot of noise in the traffic, disturb everyone, will have to pay a fine and if he gets really unlucky, he will be beaten by a pissed off driver who has a really bad headache too ahahah we are really geniuses!!! ahahaha"
