@regalia13 - plausible argument, however, if that were the case, there wouldn't be so much slack on the chain that it could hang down like that. I`ve had to use this kind of chain to lock my bike, and when there was barely enough slack, the links would be tight together and make a more uniform ring shape. There`s plenty of slack that they should be able reach the link without the twist tie.

the link with the zip tie looks to have "attack" by a bolt cutter

if they want in badly enough, a cut zip tie is way easier to replace than a chain or chain links.
