In regards to the microwave, what is happening is the water in the product is heated by absorbing the incident radiation. So if water is present everywhere in the product being heated the outside gets hotter faster because there is more incident radiation on the outermost layer for the water to absorb and be excited by. On the other hand if the water is not distributed throughout the product uniformly the portion with the higher concentration of water heats faster.

The turning plate concentrate the heating energy to the middle, because the middle gets most of the radiation, because of the plate which is turning.
