As water hardens into ice, the molecules begin to form an irregular crystalline structure (google if you don't know what this means), so yes, any form of ice (including a snowflake) would appear to be irregular and porous if you zoom in far enough.

rough surface could be imperfections in the metallic coating. I doubt ice is that rough (porous too?? looks porous)
