In fact with your plan there will be more animal suffering and disease because people with out a "license" will not take their pets to get shots and regular medical care, there will be more pets in the pound because it will be easier and cheaper to get them elsewhere, and there will still be just as many pets on the streets because you won't be able to enforce the law.

But I will tell you this, now that I am alive and old enough to vote, I would not support any legislation that would deprive animals of homes and health services which exactly what your "plan" would do.

We did this to these animals... you and I and everyone else. We somehow accept it as the American way of life as if that is right at all. And then when it comes to tough choices to try to fix the problem for good, people who have weak stomachs can't do the hard thing. That`s why nothing gets done in this country... people can`t handle tough choices or tough actions. Go hug a drating tree hippie."
Well, actually it was not my choice to "breed the hell" out of animals, nor did I ever "hand them out like candy". As far as I know they didn`t come around with a ballot box and ask me to vote on it. I am only responsible for my actions not for societies and if you believe I am then I think it is you who should be hugging the tree.
