The two worst possible things I can think of to do to a teenager are -kill them slowly. -send them to real prison. Maybe you need to spend some time in prison in order to understand what kind of a crime it was to send him to the clink by bringing up his name. Instead of her being punished for taking a chunk of Jason`s life, she get`s placed in a wealthier, more comfortable environment yet, continues to smoke and drink.
Did her brother take her to the party or did she go alone? If Jason really believed she was 14, why would he?

She is admitting that her mother new about both drugs and alcohol. If that is true then, it`s only because there was evidence of her using yet, she said her mother did not care. "She told me to go to bed, that I was drunk." This seems to indicated that her mother was operating as if Tressa was known to drink voluntarily.
"Sometimes he bribed me..." This does not constitute a statement associated with unwanted sex as much as it does an exchange.
"...Tressa is now in a new relationship with a 24-year-old called Darren, who `is the first man to treat me nicely`..." because she has a taste for older guys which probably has to do with her liking her elder brother and makes her feel older and stronger.
This person was not forced. She likes what she likes.
