There are many more efficient and effective oil absorbents and dispersants than hay that are also more efficient to transport. Hay absorbs water other dispersants only absorb the oil.
After getting the hay out there ships aren't equipped to get it back up, so you also assume all the hay will wash ashore, which is simply an unsupportable assumption. One of the worries about the spill is that it may get carried across the Atlantic by the Gulf stream. The last thing we needs is 40K tns of oil clinging to millions of tons of hay floating across the ocean toward Europe.
