Penn & Teller wrote letters to several scout leaders, posing as a family who wanted their son to join the Scouts, but were worried because their son was an atheist. They received several replies that said things like "a spiritual component is essential to a moral life" and "The Scout Code mentions duty to God above nation, others, and self". In other words, these scout leaders, many of them high ranking officials of the organization, were saying "don't bother joining if you don`t believe in God".
Now, it`s true they also received many nice replies from leaders at the local level that said it wouldn`t be an issue. However, the organization is now essentially run by the Mormon Church, and if the higher-ups find someone may be an atheist, they will move to kick them out, be they leader or even a child scout.
