I thought it was a pretty good game, actually. The problem is, I think, that people are far too caught up with the concept of winning and losing; they insist upon being rewarded for skill instead of having games mirror reality wherein sometimes the end of a situation is inevitable. The point of this game is the idea, not the winning and losing. That said, I do agree that it could have been expanded upon somewhat further.

The point of the game is lost when you don't win even if you protect everybody.
I played through twice. Protected everyone the first time, and let everyone die in the second. Exact same outcome, except nobody cried for me the second time.
