Regarding the "60% chance of rain," what that USUALLY means is that they're predicting scattered rainfall, and there`s a near 100% chance that about 60% of the area is going to get rain, while about 40% of the area is not.

If you kept records for a particular location over a long period of time, you would find that you get rain just about as often as is predicted, i.e., you would get rain on about half the days where the chance of rain was given as 50%. However, if you kept records for a large area, like a county, you would get rain more often than the predicted probability.
