AMAZING.... If her eyes were blue and if the dots were a bit smaller the pic would be spot on.

Nevermind, I'm retarded. Didn`t realize this wasn`t just any comic strip art. The dots are definitely intentional.

Steelgrid, it's got everything to do with old-style printing. It`s called halftone printing, and it used dots of a limited number colors (typically 4, I believe) to create the illusion of shades and other colors.
