It isn't Japanese, It is Tuvan. (A tiny region between Russia and Mongolia). It is called throat singing or overtone singing. When they are singing all weird etc they are actually making two notes at time same time. The little whistley noise is them amplifying another note from the one they are singing.

When I was a kid I made a banjo out of a shoebox, ruler, and rubber bands that sounded almost as good as this guys.
