Yes, it is innate to form groups. Human history is full of it - religious wars, race wars, political wars, etc.. It seems perfectly reasonable to expect that for kids, skin color would be the most obvious categorizational variable, since it's in plain sight. Kids at that age don`t have an ideology, so they can`t argue about politics. They may have been raised in a religious family but they haven`t really thought about it yet, so they can`t group around that (unless there are obvious differences in attire, like turbans or crosses or yarmulkes).
They will group by skin color. And, as the study in the article shows, they will tend to think those in their group are nicer and better than the other group. So racism isn`t "innate" but it is almost inevitable given the innate tendency to visually group people.
