There's no such thing as a repost on IAB, as you point out, the system tells you that article/suggestion has already appeared in the past. However, a different website or URL hosting the same picture, video or whatever, leads to these "reposts" - its the same thing, but at a different site, so there`s no way the IAB system can tell its the same.
